Association RES Serbia Submits Initiative for Amendments to Energy Regulation

The Association RES Serbia informs the public that it has submitted to the Ministry of Mining and Energy an initiative for amendments to the Regulation on the Conditions of Delivery and Supply of Electricity (“Official Gazette RS” Nos. 84/23, 58/25, 67/25, and 48/26) and certain provisions of the Law on Amendments to the Energy Law (“Official Gazette RS” No. 94/24).

The aim of the initiative is to enable the realization of projects endangered by delays in the issuance of various permits, as well as to prevent the negative consequences of the amendments to the Regulation adopted on May 21, 2026.

The Association has received with great concern the information that, according to the amendments to the Regulation, the preparation of grid connection studies for projects from variable renewable energy sources – wind and solar – is postponed until the last quarter of 2029. Since the grid connection study is the first and necessary step in the development of any project, such a solution practically halts the entry of new renewable power plants into the development process.

RES Serbia warns that numerous projects are endangered, for which grid connection studies already exist and for which multimillion-euro bank guarantees have been deposited with the transmission system operator, but whose implementation has been slowed down or prevented due to the inaction of holders of public authority or inconsistent application of the Law on Planning and Construction and other relevant regulations.

– We particularly emphasize that these are projects with a total capacity of more than 1.15 GW, with bank guarantees for projects in the new connection procedure under the Regulation amounting to approximately 29 million euros, which clearly indicates the systemic importance of this issue – the Initiative states.

It is added that the stated data are based on information from the Association’s members, while the scope of the problem is significantly larger, considering other investors in renewable energy sources in the Republic of Serbia.

RES Serbia warns that the recently adopted regulation could significantly slow down the energy transition, discourage investors in one of the few sectors of the Serbian economy that has attracted billions of euros in foreign investment, and postpone a new investment cycle for at least four years.

Particularly concerning is the fact that such a delay occurs at a time when, according to announcements from competent institutions, Serbia faces the need to secure additional quantities of electricity.

Renewable sources represent a domestic energy resource that does not depend on fuel imports, international market price fluctuations, or geopolitical challenges – wind and solar are available, domestic, and the cheapest sources of energy. Therefore, halting the development of new capacities is not only a sectoral issue but also one of the country’s energy independence and security, with consequences that will be fully felt in the medium term – precisely when new capacities will be most needed, but will not be available.

RES Serbia calls on all competent state authorities to engage in constructive dialogue in order to reach a sustainable and favorable solution in the interest of all parties.

Along with the Initiative, the Association submitted a Draft of Amendments to the Regulation, as well as a Draft of Amendments to the Energy Law.
