Adopted Rule book on the exchange of documents

The Ministry of Mining and Energy has adopted a Rulebook on the exchange of documents and submissions in procedures related to energy permits and licenses (,,Službeni glasnik RS’’, No. 60/22). This act completes the process of completing the regulatory framework for the beginning of e-energy, digitalization of administrative procedures conducted by the Ministry of Mining and Energy and the Energy Agency of the Republic of Serbia, which will contribute to greater efficiency in the competent authorities and speed up the process of exercising party rights. The mentioned rulebook will be applied from November 1, 2022.

According to Article 2 of this Rule book, the applicant shall pay the administrative fee for the request for issuing a decision, determined by the law prescribing the republic administrative fees, electronically via the eUprava Portal.

According to Article 4 of this Rule book, the applicant applies on the eUprava Portal with a high-reliability electronic identification scheme, in accordance with the law governing electronic documents, electronic identification and trust services in electronic business.

Article 5 of this Rule book states that the proper delivery of submissions and documents is proven by an electronic certificate, in accordance with the law governing electronic management. Upon the request for issuing, extending or amending an administrative act, the competent authority shall issue an administrative act in the form of an electronic document.

According to Article 7 of this Rule book, authorized persons of the competent authority who handle electronic submissions and documents in the information system of the competent authority, are obliged to handle them in a way that will ensure respect for the right to protection of personal data and intellectual property rights. in accordance with the law governing the protection of personal data and protection of intellectual property rights.

Article 8 of this Rule book states that the competent authority shall submit the list of administrators, authorized officials and authorized other persons to the Chief Administrator of the eUprava Portal within 15 working days from the day this Rulen book enters into force, as well as the list of procedures conducted by the competent authority. application forms for issuing, extending or amending an administrative act and special forms that are attached to the act regulating the procedure, in electronic form, for publication on the eUprava Portal.
