The Serbian Parliament adopted the Bill on Amendments to the Law on Energy

At today’s session, the Serbian Parliament adopted the Bill on Amendments to the Law on Energy, the aim of which is to improve energy efficiency, as well as encourage the use of renewable energy sources.

Among the key changes introduced by the new law are the abolition of the moratorium on nuclear energy in Serbia, then the abolition of net metering, which is foreseen from December 31, 2026, as well as the introduction of the status of active buyer, which applies to all prosumers who do not fall into the category households.

Also, it is planned to introduce a new administrative procedure, which includes the mandatory preparation of a connection study for all projects larger than 50 kW, that is, the mandatory delivery of a bank guarantee when connecting projects with a capacity of more than 400 kW.

Amendments to the law introduce the possibility of joining citizens in voluntary, non-profit organizations – energy communities, as well as mandatory certification for installers of solar photovoltaic panels and heat pumps.

For the first time, licenses for electricity storage are also being introduced, and producers of electricity for their own needs are exempted from licensing, regardless of whether the excess energy produced is delivered to the system.

To recall, the draft law, which was presented by the Ministry of Mining and Energy in August, was on public debate until September 10th.
