The Management of the Association RES Serbia, together with representatives of the companies Enlight, Masdar Taaleri Generation, Elicio, Alcazar Energy, Fortis Energy and New Energy Solutions, met with Minister of Mining and Energy Dubravka Đedović Handanović and representatives of the ministry regarding the Initiative for amending by-laws in the field of renewable energy, which the Association submitted at the end of May.
Minister Đedović Handanović emphasized that in the past four years a strong impetus has been given to the development of renewable energy sources.
-We are aligning the legal framework and regulation, it has evolved, and we are striving to encourage the development of renewables sufficiently through regulation, while ensuring that it does not jeopardize energy infrastructure and the stability of our grid – stressed Đedović Handanović.
The management and members of the Association pointed to significant delays in obtaining construction permits due to slow or absent action by state authorities, which has caused projects backed by bank guarantees to lag in implementation, and highlighted the need to ease connection requirements.
Participants agreed that active dialogue between the ministry, the transmission system operator and investors in the renewable energy sector must continue, so that the current situation can be adapted to the needs of all stakeholders.
Initiative of Association RES Serbia
As a reminder, in May the Association RES Serbia submitted an initiative for amendments to the Regulation on conditions of electricity delivery and supply and certain provisions of the Energy Law. The aim of the initiative is to enable the realization of projects endangered by delays in permit issuance and to prevent negative consequences arising from amendments to the Regulation adopted on May 21, 2026.
The Association warns that, according to the amendments, the preparation of grid connection studies for wind and solar projects is postponed until the last quarter of 2029, which effectively halts the entry of new power plants into the development process. It was particularly emphasized that these projects have a total capacity of more than 1.15 GW, with bank guarantees of approximately 29 million EUR, clearly indicating the systemic importance of this issue.
